I would recommend some additional case fans. If that is the temp idling I would definately want to increase cool fresh air flow and a good exhaust of the hot air from your case.

This time of year the ambient temperature of your room may or may not be warmer depending on if you have air conditioning or not, if the room is warm then for sure the inside of your pc will be warmer then normal.

If your the room your case is in is warmer then normal you are only blowing warmer air around and because the air is warm in the case the heat has nothing to transfer to from the components or the spreaders. Increase the air flow in and increase the air flow out.

An example for you is I am not running air conditioning daytime unless needed as I turn it off at night, I have have a thermaltake atx case with 2 hardrive cooling fans (Stock) and one Exhaust Fan (Stock). Two fans were definately not enough and not practical for the components I'm running so the rest I bought additionally:

An arctic 80mm bringing fresh cool air to my video card from and delivers it to the intake of the GPU heatsink and fan of my Vid card and also runs along my Delta Sound Card. I have an 80 mm fan on the opposite side of my Vid card (modded) and added heat spreaders to the vid card memory. I have a 110 mm fan at the top of my PC and the front bay of my PC is modded with 2 80mm fans sucking cool air in and that air is delivered down the case through the 110 fan to my CPU, Memory and Board. My CPU Fan is a Zalman and is a very large copper sink I'm using the new polymers as grease and that can also help in the transfer of heat. The sides of my case each have an 80 mm intake fan one cooling the back of MB and the other blows into the CPU fan and Memory. I also use a PCI slot exhaust fan, and an 80 mm arctic cool exhaust fan, my ANTEC PSU has a 110mm fan which brings the air up in the case and exhausts very well from the case as well, so you can see that forcing the air to circulate inside the case is key. Inside my case is cooler then the room now due to the force of air, fast air moving around, and very fast exhaust.

The current temp on my FX 53 is idle 36 celcius, my GPU on the x1600 is 35, my ambient case temp is 33, and my hard drives are currently 32 and 34. When I'm gaming it usually increases under load about 20% - 30% but none of my components ever hit a negative threshold, now in the cooler weather my temps are much lower at full load but somewhat the same idle. I hope this helps you a bit. Good luck.
